Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are conducted: hopeful statements are issued from various governments. Significant resources is allocated on restraining particular approaches. By night, Moscow clearly shows the world that, for them, war remains the primary tool for achieving "peace".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a capacity afforded by up-to-date information. From observation points, defense planes that had been scrambled to counter approaching aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems thundered: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by partner states. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: perhaps the approaching threat won't strike its target this time, preventing destruction from ruin and further power outages.
Persistent Threats
Not long after, a automatic firearm opened up on a unmanned aircraft in the vicinity, part of a defensive team – almost certainly imported technology. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its objective.
Periodically, this carried on until dawn. Kyiv greeted the morning news: multiple fatalities, damage and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's essential dependence on international aid – a dependence that neighboring countries are clearly incapable to fill in the immediate future.
Failed Diplomacy
The comprehensive proposal from American leadership sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new approach from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This trend will, undoubtedly, persist.
Tactical Assessments
It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership functions according to a premise familiar among international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The White House believes that it is unrealistic to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's south or east.
The problem is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through statements or actions, from believing that the situation will not evolve additionally in its advantage in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a complete military breakdown until circumstances change in its favour.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, subjective factors are coming into play: personal goals to mediate resolution and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a only one week to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
